Joseph Levy

Experience: Assistant Economic Minister, Embassy of Israel, Washington, DC. Tax Associate, Fried, Frank, Harris, Shriver & Jacobson, 1983-1985. Current member of the presidium of Israel’s Industrial Cooperation Authority.

Joseph Levy has internationally recognized expertise in Competition Law, Project Finance, and Banking, and has rich experience in Government Procurement, both in legislation and in litigation, as well as in other complex litigation.

Between 1981 and 1983, Mr. Levy served as the Assistant Economic Minister at the Israeli Embassy in Washington, DC. In this capacity, Mr. Levy participated in numerous negotiations on behalf of the State of Israel vis-à-vis American government entities and companies, including negotiations on the Israel-U.S. Free Trade Area Agreement and on Israel’s participation in the WTO GATT Agreements. He was one of the authors of the MoU between the U.S. Defense Department and Israeli Ministry of Defense concerning defense tenders and procurement. Mr. Levy also handled several commercial and legal issues regarding U.S. foreign military aid to Israel, and was involved in the negotiations and agreements for converting U.S. military aid to Israel from loans to grants, as well as the leasing and sale transactions for the Kfir fighter aircraft. During this period, Mr. Levy handled many aspects of the financing and insuring of American exports to Israel for Exim Bank and Opic.

Between 1983 and 1986, Joseph Levy was an associate in the New York branch of Fried, Frank, Harris, Shriver & Jacobson, one of the largest law firms in the United States, where he was involved in handling large-scale international transactions including the Transamerica Sedgwick merger (valued at over $3 billion) and various transportation-related transactions.

In addition, in his capacity as legal counsel to various commercial entities, Mr. Levy has been involved in legislation in many Knesset committees, thus providing him with unique experience in the legislative process in Israel. Mr. Levy was involved in the legislation of Israel's tenders law and regulations, and in amendments to the Trade Restrictions Law (concerning class actions), the Regulation of Products and Services Law, the Toll Roads Law (Carmel Tunnels), the Standards Law, and the Associations Law regarding non-profit organizations.

Currently, Mr. Levy acts as legal counsel to companies that frequently participate in complex, large-scale tenders, both local and international. He is also engaged in the general activities of these companies, which include local and international commercial transactions. In this capacity, Mr. Levy has been involved in many of the more significant tenders issued by the Israel Electric Corporation during recent years, on behalf of Elco Industries Ltd. (today Enerco Enterprises Ltd.). In addition to his general activities, Mr. Levy is also engaged in litigation, and has argued complex cases before the Israeli courts and Restrictive Practices Tribunal in recent years.

In previous editions of the European Legal Experts Index, Mr. Levy was listed as one of the leading lawyers in Israel in Competition and Antitrust and Project Finance.
In the 2009 edition, he is listed as one of the leading lawyers in Israel in Competition Law and Project Finance. In the 2005 edition of the International Who’s Who of Business Lawyers, Mr. Levy is listed as an expert in Project Finance in Israel,. and in the 2009 Edition of PLC Which Lawyer?, he is listed as a Recommended Individual on the subjects of Competition/Antitrust and Banking and Finance.
